Past Town Council Meetings:

May 11, 2022 - The Planning and Economic Development Commission approved Tentative Tract Map 22-001 to allow for the creation of 14 lots for future affordable housing uses, 3 lots for open space and parks, and public street dedications. 

February 3, 2021 - Town Council approved the 2021 Parcel Master Plan and Phase 1 Design Review Application 

January 6, 2021 - The Town Council conducted a public hearing to consider 

  • District Zoning Amendment (DZA) 20-001 to adopt the 2021 Parcel Master Plan, replacing the 1991 Shady Rest Master Plan and creating new site-specific zoning and affordability requirements for The Parcel site;
  • Zoning Code Amendment (ZCA) 20-005 to repeal Town of Mammoth Lakes Municipal Code Section 17.32.020, Affordable Housing Overlay Zone (AH) and replace with the 2021 Parcel Master Plan zoning standards.

December 9, 2020 - Planning and Economic Development Commission meeting - The Planning and Economic Development Commission conducted a public hearing and recommended that the Town Council adopt/approve the following:

  1. District Zoning Amendment (DZA) 20-001 to adopt the 2021 Parcel Master Plan, replacing the 1991 Shady Rest Master Plan and creating new site-specific zoning and affordability requirements for The Parcel site;
  2. Use Permit (UPA) 20-003 requesting a 100% density bonus pursuant to Zoning Code Chapter 17.138 (Town Density Bonus Program) to allow for up to 580 affordable housing units to be constructed in phases on the 25-acre site where 300 units is the maximum number allowed by the underlying RMF-1 zoning district;  
  3. Design Review (DR) 20-005 for the first phase (Development Area 1) of The Parcel affordable housing development, which includes initial infrastructure improvements and construction of up to 81 units (80 affordable multi-family housing units and 1 manager unit) along with a daycare facility, community center, and public park; and 
  4. Zoning Code Amendment (ZCA) 20-005 to repeal Town of Mammoth Lakes Municipal Code Section 17.32.020, Affordable Housing Overlay Zone (AH) and replace with the 2021 Parcel Master Plan zoning standards.

The Town prepared an Infill Environmental Checklist consistent with Government Code Section 15183.3. 

November 10, 2020 - Joint Town Council/ Planning and Economic Development Commission Meeting. Staff to present draft Master Plan and receive feedback from Town Council and PEDC. 

October 13, 2020 - Virtual Community Conversation and Parcel Presentation. Town staff and the developer will provide a presentation on current efforts to create an updated Parcel Master Plan, focusing on consistency with the Preferred Conceptual Land Use Plan.

October 7, 2020 - Town Council Meeting. Monthly staff update on the Parcel, including request for Council to authorize a consulting agreement with Michael Baker, International for the Parcel CEQA analysis.

September 16, 2020 - Town Council Meeting. Update of progress since August 5, 2020. The focus of this update is a presentation by Pacific West Communities (Pacific) of their progress to date, including site planning, phasing, scheduling and funding concepts for phase one. 

August 5, 2020 - Town Council Meeting. Monthly staff update on The Parcel, including presentation of draft agreement (term sheet) between Pacific Companies and the Town for development of the Parcel.

July 15, 2020 - Town Council Meeting. Monthly staff update on the Parcel. Town Council notified that Pacific and the Town were awarded an Infill Infrastructure Grant (IIG) in the amount of $20,601,216. The letter from IIG is included as Attachment 1. The grant provides funding for infrastructure improvements within The Parcel project. 

June 3, 2020 - Town Council Meeting. Monthly Staff Update on the Parcel.

March 18, 2020 - Town Council Meeting - Town Council approved selection of The Pacific Companies (“Pacific”) as the preferred Development Partner to work with the Town to develop The Parcel and authorized the Town Manager to work with Pacific to prepare an appropriate agreement for Town Council consideration. Town Council also approved a Resolution authorizing application to the Infill Infrastructure Grant Program.

Dec 11, 2019 - Joint Town Council/PEDC Workshop #3, at which Town Council and PEDC accepted the Preferred Conceptual Land Use Plan.

June 5, 2019 - Town Council Meeting - Monthly Staff Update

May 1, 2019Town Council was asked to approve the resolution authorizing the application for, and receipt of, SB2 Planning Grant Program Funds. 

Town Council also received an update on work related to The Parcel. 

April 3, 2019Town Council discussed and authorized an agreement with Lisa Wise Consulting, Inc. for Conceptual Land Use Planning services for The Parcel. 

January 9, 2019The Town Council held a special Workshop with the Planning and Economic Development  Commission during which they discussed the status of The Parcel.

December 5, 2018The Town Council received an update and was requested to provide direction on a proposed budget amendment for the housing program implementation. 

November 7, 2018The Town Council received an update on The Parcel public outreach event and a review of the Community Housing Summit. 

September 19, 2018The Town Council received an update on the pre-development planning efforts for The Parcel. 

August 15, 2018At their regular meeting on August 15, the Town Council received an update from staff on the planning and development of The Parcel and was requested to take several actions. 

May 2, 2018Presentation of a process to define a Development Approach for the recently acquired Shady Rest Parcel at the westerly extension of Tavern Road 

April 4, 2018Town Council received an update on the Purchase of the Shady Rest Parcel.

Walk the Parcel - October 20, 2018

Town Staff invited the Public to a Walk the Parcel Event, during which they conducted walking tours of the site and provided information and answered questions about the proposed project.
